In the standard local setup, the recording is captured, transcribed and written to disk on the appliance in your building. Any connected capture, backup, support or research feature is a separate exception in the configuration record. We will give you a plain written description of that data path for the application; the decision itself belongs to your committee.
Semester ends and half our casual staff go. Are we paying for logins nobody uses?
No. Accounts cost $0, so a tutor who marks for six weeks costs nothing to add and nothing to remove afterwards. You bought a machine, not a headcount, and the bill does not follow enrolments up and down.
How is this different from putting our material in a cloud agreement someone else negotiated?

Whoever signs off on your information security can have that arrangement in writing before you buy anything.
